Draft AI Act was ✅ today by EU Parliamentary committees. Lots to unpack, but we welcome their leadership in responding to AI.

It's critical that Europe fosters open & transparent development. Not every model is a black box, and not every developer is a company.

Key changes👇
1. Foundation models – the Act introduces a broad definition and new rules for foundation models. These rules will take into account the "generally acknowledged state of the art" in standards, benchmarks, and best practices.
2. Open-source – in a nod to the OSS research community, the Act will exempt some open-source activity from the rules... but not foundation models. May have big implications for grassroots or collaborative development.
3. High-risk systems – the Act expands the obligations for high-risk systems, and clarifies the scope of "high-risk". May touch everything from plagiarism detection to the gig economy.
Some interesting ideas, and a lot for the community to digest. We welcome further dialogue with the EU as these rules are finalized over the summer.
