Ukrainians -- by large margins -- had no desire to join NATO before 2014.

People correctly say that after 2013, Crimea, "LNR", and "DNR" were excluded from the poll. However, those regions represented ~13% of 🇺🇦 population in 2013. If we assume that 100% of them are anti-NATO, this only moves the results by 3 pp (spike in 2014 would be 37 pp, not 40).
